Fred Jorgensen Joins Bixal as VP of Strategic Growth; New Role to Expand Growth in Digital Transformation Services

Bixal today announced the hire of former Booz Allen Hamilton executive Fred Jorgensen as vice president of strategic growth to oversee business development across the U.S. federal government, both federal civilian and international, and to expand Bixal’s growing and influential role in helping agencies achieve their digital transformation goals and improve the customer experience.

“We have known Fred for years and are ecstatic to have him as part of the Bixal team,” says Bixal CEO, Carla Briceno. “Not only is Fred a consummate business development leader, but he also is an expert in digital strategy and digital transformation in the federal space. Even more importantly, Fred is an extremely kind and collaborative person, and thus a wonderful fit for Bixal’s culture.”

Jorgensen is a digital strategy expert who has led transformational growth strategies across a range of capability offerings, including digital services, data science and strategic communications. He joins Bixal’s executive team on the heels of several recent multimillion-dollar wins to assist federal agencies as the woman-owned small business implements the current administration’s digital transformation agenda, including the General Services Administration (GSA) blanket purchase agreement with Technology Transformation Services (TTS) providing human-centered design and Agile development services, and a data analytics contract to support the Centers for Medicare & Medicaid Services (CMS).

In the international space, Bixal recently has been awarded several USAID monitoring, evaluation and learning (MEL) contracts in the Eastern and Southern Caribbean, Libya and Southeast Asia, expanding Bixal’s global presence.

“I’ve always admired Bixal’s leadership, purpose-driven corporate ethos and deep commitment to keeping users at the center of everything,” Jorgensen says, referring to Bixal’s people-first approaches like human-centered design, accessibility, inclusivity and multilingual outreach and content strategy to creating transformative, data-driven customer experiences.

“The unique positioning of Bixal makes it a great privilege for me to formally join the team and help elevate the company’s growth efforts even further.”

Bixal also takes pride in creating positive experiences for its employees, such as ensuring staff has the time and balance they need for their personal lives. For Jorgensen, that is a full-time affair as well. He teaches graduate-level data analytics as a part-time faculty member at the Catholic University of America and is involved in a range of volunteer activities, including Boy Scouts of America and various faith-based ministries, as well as Maryland-area conservation efforts.
