FEMA switches it up – now pushing $35M+ ICPD HQ Support Services task on GSA OASIS SB

The response efforts put forth by the small business community in relation to a Federal Emergency Management Agency (FEMA) RFI that was posted this past September seems to have paid off as the U.S. Department of Homeland Security (DHS) recently announced that this 5-year contract, which had previously been awarded as an unrestricted procurement, will be released as a small business set-aside action. The interest was already high, and this news will only increase the number of firms who will be weighing a bid on this RFP which is expected to hit the street in mid-February of 2024.  

As background, this upcoming RFP pertains to FEMA and its Individual and Community Preparedness Division (ICPD). The purpose of this request is to seek support for various aspects of the ICPD’s mission, which includes increasing individual and community preparedness and resiliency, particularly focusing on underserved communities. The ICPD aims to embed a culture of preparedness in everyday life, enabling individuals and communities to be aware of potential hazards, take preparatory actions, and thus reduce dependence on post-disaster assistance from the government. The contract will encompass program support, research, analysis, evaluation, and the creation and distribution of creative content for outreach purposes, all in support of these objectives. 

The background of the ICPD positions it within the Risk Management Directorate of the Resilience component within FEMA. Its primary function is to bolster national resilience by preparing individuals, organizations, and communities for various emergencies and disasters. This involves conducting research to understand and promote effective preparedness actions, developing resources based on this research, and coordinating disaster preparedness initiatives. ICPD is responsible for developing programs, tools, training, and games for different groups and works closely with FEMA Regions and other governmental and non-governmental partners. The scope of the contract includes support in areas such as contract administration, program support for various portfolio areas (such as Capacity Building, Citizen Responder, Personal Resilience, Preparedness Actions, and Youth Preparedness), general administration, outreach (including web development and constituent communications), and extensive research, analysis, and evaluation tasks including surveys, focus groups, and interviews. This comprehensive approach is designed to enhance the preparedness and resilience of individuals and communities across the nation. 

The incumbent on the predecessor contract is Deloitte, who beat out 4 other bidders to be awarded this task order, valued at more than $35M, in 2019 on the GSA OASIS GWAC.  

The next iteration of this contract is currently slated to be released in mid-February of 2024 as a small business set-aside action on GSA MAS using NAICS 541611, though we are certain that firms will be working hard to influence the final acquisition strategy up until the day the final RFP is released. More information will be shared as it is made available.
