FDA Partner Request: Seeking Small Business Prime for Enterprise IT Application Development (EAD) BPA

The more than 200 attendees at this week’s sold-out FDA ODT Industry event were informed that the agency is considering making this high-profile and important Enterprise IT Services BPA (EAD) a total small business set-aside, which has only increased the urgency by some firms to find a viable small business partner that can bring expertise, insight or relationships in support of ODT or the various centers.

FDA was very clear that the acquisition strategy is still being developed, and we are certain that many firms will be working overtime to influence how/when and where the final RFP is released. The expectation and hope from speaking with several industry leaders is that FDA will end up having spots for 3-6 large business Primes and a dozen or more small business Primes. Getting a new BPA awarded is hard enough, but FDA has a second challenge of convincing the centers to use the EAD BPA once it is in place, and this is no small feat. Said one longtime industry leader: “Each of the centers has their favorite [consulting firms], and the success of this BPA will be dependent in part upon whether the new vehicle allows them access to a set of companies they have come to know and trust.
