The US Department of Justice, Federal Bureau of Investigation (FBI), Professional Services Acquisition Unit, has prepared this justification for other than full and open competition for Professional Management Support Services on behalf of the Directorate of Intelligence (01), Counterintelligence Division (CD), Criminal Investigative Division (CID), and Office of Private Sector (OPS).

The proposed action will be a sole source, firm fixed price (FFP),twelve (12) month bridge contract with Intellibridge to ensure there is no gap in service. The current FFP contract number is 15F06719F0004370. The twelve (12) month bridge contract will be issued under the new contract number 15F06724C0000867 with a one-year period of performance.

The requirement is to provide professional management support services at FBI and DOJ facilities in the Washington, D.C. metropolitan area for a twelve (12) month period. This will allow OPSto continue its mission without fail.

The contractor shall provide personnel with the specialized skills and experience necessary to provide comprehensive support for OPS,CD,CID, and 01. These skills include the following labor categories:
• Senior Communications Specialist
• Senior Visual Communications Specialist
* Conference Planner/Coordinator
• Program Manager/Senior Requirements Analysts
• Requirements Analysis and Data Support Manager
• Portal/SharePoint Content Manager
• Relationship Manager
• Research Assistant
• Program/Business Process Specialist
• Senior Data Engineer

Due to the lack of continuity for the above stated services, a proposed sole source twelve (12) month bridge, is necessary. With the expiration of the 51A5 BPA, new market research revealed it may be in the Government’s best interest to procure the required services through various contract vehicles including the APSS BPA and the new ITS552 BPA which was recently awarded. However, there is insufficient time to create new requirement documents specifying which services fall under different contracts, allow vendors to develop adequate responses for government internal reviews, and approvals required to award new TOs under the contracts without a lapse in service.
This limited term (twelve month) bridge contract will serve as a stopgap measure to continue vital services until a new contract can be competitively awarded. Intellibridge is uniquely qualified to provide continuity of services as they already have personnel with the required clearances and knowledge of the program needs.
If a bridge is not put in place, this lapse in required support services would have an adverse impact on operations of OP5,01,CIDand CD.A lapse in service would impact each division by losing vital administrative, analytical, and ongoing mission support.

A notice of intent to sole source was posted on, August 20, 2024, on 5AM.gov, and no responses have been received to date. These sources will be taken into consideration as part of the market research for the competitive acquisition that will follow. Market research was conducted during March to June of 2024 which is within the last 18 months in accordance with FAR1O.002(b)(1).

Current market research was based on the acquisition history of the requirement, the market research developed for the current contract, and historical pricing data of same and/or similar contract requirements. There are potential services identified on the AP55 BPA (4 large businesses and 6 small businesses) as well asthe IT5552 BPA (31 large and 64 small businesses) that could potentially provide portions of the required services.

However, due to this action being for a bridge, it has been determined to award a sole source contract to the incumbent. This is the best course of action because they can provide immediate support until a recompete is completed.
