The Federal Aviation Administration is conducting market research for Enterprise Financial Services II, a follow-on effort supporting the agency’s financial, budget, and management operations.
The FAA is seeking industry feedback on a draft Statement of Work as it prepares for a future competitive acquisition and evaluates potential acquisition strategies, including whether adequate small business competition exists.
According to the draft SOW, EFS II is intended to support the FAA’s Office of Financial Services and other agency organizations through a broad range of financial management, budget, accounting, internal controls, program management, workforce planning, training, strategic planning, risk management, and administrative support activities.
The draft scope describes support for budget formulation and execution, financial and accounting operations, policy and process development, internal controls, program and project management, workforce analysis, performance management, investment analysis, training, and enterprise risk management. The vehicle is also expected to support financial and management-related activities across FAA and potentially other Department of Transportation organizations.
The FAA states the effort is intended to provide access to specialized financial and budget expertise needed to support planning, operations, performance management, and financial accountability across the agency.
The market survey will be used to help inform the FAA’s acquisition strategy and refine requirements for the EFS II follow-on effort.
