FAA Enterprise Services Technical Acquisition and Business Support Services (ETABSS) requirement is “on hold, indefinitely”

October 2nd Update: The purpose of this notice is to provide an update on the “ETABSS” effort.  As of the date of this posting, the requirement is on hold, indefinitely.

The Federal Aviation Administration (FAA), in support of AJM-3 Enterprise Services (ES) and the planned establishment of the Telecommunications Infrastructure Support Organization (TISO)-within the Program Management Organization (PMO), is seeking information to better understand market capabilities and constraints in providing support of a potential procurement entitled – Enterprise Services Technical Acquisition and Business Support Services (ETABSS). The ETABSS procurement is envisioned to support multiple Directorates and FAA programs within the Program Management Organization. The objective of this potential procurement vehicle is to achieve streamlined, efficient enterprise management of program engineering, technical, and business support services.

The ETABSS procurement will support a wide range of acquisition program lifecycle related services, including support for planning and administering programs and projects within the program office infrastructure; and design, development, utilization, and other activities for assets, processes, and systems improved by or related to engineering and technology. Below is a list of potential support services to be provided under this procurement to include, but are not limited to, the following categories:

  • Acquisition Program Management Support
    • Capital Planning Support
    • Support the preparation of any aspect of Screening Information Requests (SIRs)
    • Assist with determining the appropriate type of award fee or incentive fee arrangements.
    • Support appropriate aspects of the source evaluation process
    • Assist in reviewing, assessing, and evaluating vendor proposals.
    • Assist in the development of program metrics and Service Level Agreements (SLAs)
  • Program & Business Management Support
    • Earned Value Management Support
    • Communications & Outreach Support
    • Enterprise Resource Management Support
    • Lifecycle Cost Estimating Support
    • Logistics Support, including training…
