The purpose of this requirement is to provide OSEP with logistical support services and planning assistance for four types of activities: (1) the OSEP Annual Meeting with grantees and contractors, (2) analytical and logistical support for meetings, (3) development and dissemination of technical assistance and communication products, and (4) tasks to support IDEA Reauthorization activities should the law be reauthorized. Some of the enumerated activities and tasks are mutually exclusive and well-suited for an experienced small business.

The contractor shall perform the following activities:

Task 1: Ensure Accountability Through Reporting

The contractor shall conduct a series of activities to ensure the effective management of this contract. The contractor shall communicate with the COR and ACOR as needed throughout the period of performance to address problems or discuss guidance and to ensure the successful completion of activities.

Subtask 1.A: Contract Deliverables Planning Meeting

Within two weeks of the effective date of the contract or option period, if exercised, the Project Director and Key Staff shall meet for one day with Department staff, including the Contracting Officer (CO), the CS, COR and ACOR. The purpose of the meeting is to review the goals and objectives of the contract and the contractor’s approach to tasks as specified in this PWS. Additionally, timelines and deliverables will be verified. The meeting will also enable the contractor’s staff to ask questions and seek clarity on any potential issues related to task implementation and to discuss program needs that shall inform the development of the Technical Implementation Plan (Subtask 1.B). The COR and ACOR will clarify work requirements, activities, and plans. The contractor shall send the COR and ACOR an agenda and any briefing materials at least five days in advance of the initial planning meeting. Subtask 1.B: Task Implementation Plan (TIP) Development

Following the annual planning meeting (See Subtask 1.A), the contractor will submit an annual Task Implementation Plan (TIP). The TIP will include specific activities or tasks to be accomplished during the subsequent 12-month period. The TIP shall include a variety of suggestions and strategies for accomplishing the tasks to be performed during the subject performance period. Task 2:  Ensure Accessibility of Meetings and Products

The contractor shall ensure that all events and products developed through this contract are accessible to all meeting attendees or product audiences consistent with Sections 504 and 508 of the Rehabilitation Act.
