The Defense Threat Reduction Agency (DTRA) is seeking capability statements from interested parties. The Defense Threat Reduction Agency (DTRA) is responsible for providing modeling and simulation tools to Department of Defense (DoD) and combatant commands (CoCOMS). Current tools require further research and development to reach operational readiness.

To achieve the desired result, DTRA seeks demonstrated expertise in all of the following areas:

  • Knowledge of the DoD Software Modernization Strategy;
  • Knowledge and Experience in the development of containerized software for deployment on DoD systems;
  • Knowledge and Experience in the development of the functional architecture approach used in the current DTRA codes CoE-Water, CoE-Petroleum, NWETransnet, CCOIND, and SIND;
  • Knowledge and Experience in DoD Verification and Validation (V&V) procedures and guidelines;
  • Knowledge and Experience in DoD software accreditation procedures and guidelines;
  • Programming in C++ and Java;
  • Use of common computer visualization software packages.

A capable respondent shall demonstrate experience with state-of-the-art computing practices, experience and access to common visualization software, experience with DoD V&V and accreditation procedures and methods.

Personnel employed by the contractor to carry out this work must hold or have ability to obtain and maintain TS/SCI level clearances as adjudicated using a single scope background investigation specified by personnel security and the SSO; as required, support/reach back personnel must hold or have ability to obtain and maintain SECRET level clearances.
