DoW Preps Small Business Set-Aside for $1.4B RDT&E Engineering and Technical Support IDIQ

The Washington Headquarters Services has issued a pre-solicitation notice for the Research, Development, Test and Evaluation (RDT&E) Engineering and Technical Support (RETS) requirement. This upcoming multiple-award IDIQ will be competed as a total small business set-aside, supporting the Office of the Undersecretary of War for Research and Engineering.

The scope reflects a broad, mission-driven engineering and technical support effort spanning science and technology development, mission engineering, and advanced capability integration. Work includes systems engineering, software development, modeling and simulation, prototyping and experimentation, and strategic operational analysis. The effort also emphasizes emerging technologies such as artificial intelligence, quantum computing, autonomous systems, electronic warfare, and cyber capabilities, alongside data management, technology protection, and test and evaluation support.

Support will extend across multi-domain operations and requires the ability to deliver high-end technical expertise, manage complex analytical efforts, and support innovation and capability transition across defense priorities. The contract is expected to support both classified and unclassified environments and enable rapid response through task order execution.
