DOT FMCSA Sources Sought Explores Real-Time Transportation Risk Analytics and Supply Chain Intelligence Platform

The Federal Motor Carrier Safety Administration is seeking industry input on advanced analytics platforms capable of supporting near real-time transportation risk analysis, fraud detection, and supply chain intelligence across the nation’s freight and motor carrier ecosystem.

Under Notice ID 693JJ4-26-RFI-0002, FMCSA, in coordination with the Department of Transportation’s Office of the Assistant Secretary for Research and Technology, issued a Request for Information for Advanced Transportation Analytics Platform Services focused on modernizing oversight of motor carrier business operations.

According to the RFI, FMCSA is evaluating commercially available platforms and data capabilities that could help transition the agency from periodic manual audits to a model based on continuous risk review, assessment, and validation. The agency states the effort is intended to support identification of unsafe and illicit carrier activity, reduce identity theft, detect “chameleon carriers,” and improve enforcement visibility across national freight operations.

The notice outlines a broad analytics and intelligence vision centered on fusing commercial and government data sources to support predictive and prescriptive analytics, dynamic risk modeling, fraud detection, business intelligence dashboards, and real-time alerting for enforcement personnel.

FMCSA is specifically exploring capabilities involving open API architectures, cloud-based analytics, social media-informed risk indicators, load board integrations, and commercially available tools capable of identifying insurance gaps, ownership concerns, strategic cargo theft risks, and foreign ownership, control, or influence indicators tied to carriers operating within U.S. supply chains.

The agency is also evaluating optional capabilities involving edge connectivity in degraded environments, adaptive device-agnostic interfaces, and machine-learning feedback loops that allow field enforcement personnel to validate alert accuracy and continuously improve predictive models.

The RFI strongly signals growing federal interest in applying commercial data fusion, AI-enabled analytics, and real-time operational intelligence to transportation safety, supply chain oversight, and fraud detection missions.
