DOE Pre-Solicitation/Sources Sought: Classification Support Services (CSS)

The Department of Energy (DOE), Office of Classification (OC) requires Classification Support Services for the DOE Office of Environment, Health, Safety and Security (EHSS) which is responsible for the classification review of all documents requested under statute or Executive Order prior to release. This contract will provide support that involves specialized technical, analytical, document review and administrative services. OC conducts major reviews of archived material resident at the National Declassification Center (NDC), National Archives and Records Administration (NARA), and Presidential Libraries across the Nation. It also conducts review of documents requested under litigation, performs patent reviews, and performs audits and surveys of other agency collections for records containing DOE information.

This support is required in the following areas:

  • Document classification/declassification review;
  • Classification and UCNI guidance development, revisions, and review support;
  • Policy and procedure development support, appeals, education, outreach, and appraisal support; and
  • General administrative and file room/mail room management and support.

The scope of work covers a broad range of technical areas:

  • Nuclear weapons design and improvise nuclear devices;
  • Nuclear material production, to include but not limited to, isotope separation technologies (atomic vapor laser isotope separation, gaseous diffusion, gas centrifuge, etc.) and nuclear material processing;
  • Counterintelligence and nuclear intelligence;
  • Weapon science and inertial confinement fusion;
  • Military utilization of nuclear weapons;
  • Nonproliferation activities.

This contract will consist of a five-year period of performance, with a Base Period of one (1) year, and four (4) one-year Option Periods.

DOE anticipates issuing the solicitation as a small business set-aside competition under FAR Part 15 procedures.  The associated North American Industrial Classification System (NAICS) code for this requirement 541611 Administrative Management and General Management Consulting Services, with a corresponding Small Business size standard of $24.5 Million.

The Request for Proposals (RFP), 89303024RAU000012, will be released in early to mid-October 2024 and will be distributed through FedConnect & SAM.gov.
