DOE OCIO posts RFI for multi-billion dollar CBOSS 2.0 IT Professional Services BPA recompete

The U.S. Department of Energy (DOE) posted a Request for Information (RFI) late last week to identify potential sources to provide IT Professional Services across the DOE enterprise (CBOSS 2.0).

The purpose of this RFI out of the DOE Office of the Chief Information Officer (OCIO)  is to identify potential parties who possess the capabilities and interest in providing support in the following areas: (1) General IT support, (2) Cybersecurity, (3) Infrastructure & Shared Services, (4) Technology Strategy and Innovation, and (5) Telecommunications support.

BACKGROUND – The DOE OCIO Business Operation Support Services (CBOSS) Blanket Purchase Agreement (BPA) supports the IT mission requirements of the entire DOE enterprise. CBOSS is a five-year enterprise-wide BPA with a value of $10 billion and an expiration date of 2024. The BPA was awarded under the General Services Administration’s Multiple Award Schedule to four companies via a Contracting Teaming Arrangement (CTA) partnership led by Accenture, with partners Unisys (now SAIC), General Dynamics Information Technology (GDIT) and Red River.

CBOSS offers an extensive array of core IT services designed to support the DOE’s diverse mission portfolio ranging from nuclear security, open science research, power administration, to environmental management. The DOE Enterprise is comprised of 79 separate entities—spread across 27 states—divided among 17 Program Offices, 19 Staff Offices, 4 Power Marketing Administrations, 12 Field Sites or Operational Offices, 19 National Laboratories, 2 Other Agencies, and 6 offices supporting the Secretary and Under Secretary of DOE.
