DoDEA Solicits $47M Data, Analytics, and AI Modernization IDIQ

The Department of Defense Education Activity (DoDEA) has released a solicitation for a single-award, firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Data, Analytics, and AI Modernization Services. The solicitation is a total small business set-aside with a maximum contract value of $47 million and a one-year base period with four one-year option periods.

The contract will support DoDEA’s Data and AI Division as the agency modernizes its enterprise data environment. According to the Performance Work Statement, DoDEA is transitioning to a cloud-based data Lakehouse using Microsoft Fabric as its authorized enterprise analytics and data platform. The effort also supports modernization of the agency’s Student Information System environment.

The contractor will provide support across seven functional areas: data architecture and engineering, analytics and business intelligence, data governance, AI integration and solutions, data and AI literacy, Student Information System modernization support, and program management. The contractor will also provide the personnel, management, tools, and services necessary to support these activities. Individual task orders will define the specific work, deliverables, and performance requirements.

The Performance Work Statement identifies Microsoft Fabric, Power BI, Microsoft Purview, and Microsoft Entra ID as the Government-designated enterprise platform. Required support includes implementation of the data architecture, development of analytics products, data governance, AI-enabled solutions, workforce training, Student Information System support, DevSecOps, CI/CD, data migration, and transition support. The solicitation states that contractors are not required to propose or evaluate alternative platforms.

DoDEA intends to award one IDIQ contract and issue Task Order 1 concurrently with contract award. The solicitation states that proposals will be evaluated using a best-value tradeoff under FAR Part 15. Technical Approach is more important than Past Performance, and non-price factors combined are significantly more important than price. The Government will evaluate Task Order 1 pricing as part of the source selection.
