Scope.  The contractor shall provide all tools, transportation, supplies, labor, materials, equipment (except what is listed as Government furnished equipment in this PWS), travel and supervision, necessary to support the Disability Programs and WRP provide general analytical, technical, administrative, program, policy, and marketing and outreach support for disability programs, and initiatives supporting the DSSC Strategic Plans.

Critical functions to be provided include:

  • Collect and analyze spending target data, draft an annual WRP allocation recommendation for Government review and approval
  • Development of the annual DoD DSSC WRP reports, User Guides, Operating Instructions, and training programs
  • Provide analytical, mathematical, and conceptual analysis of program data
  • Provide data quality control for WRP and Analyze disability data from the U.S. Equal Employment Opportunity Commission, U.S. Office of Personnel Management (EEOC), Department of Labor (DOL), Office of Disability and Employment Policy (ODEP), Defense Civilian Personnel Advisory Service (DCPAS), Defense Manpower Data Center (DMDC), and other sources
  • Administer and execute the WRP in support of the DoD and its Components
  • Maintain records in accordance with the National Archives and Records Administration (NARA) guidelines
  • Maintain a listing of all authorized interns and the allocation used by Components to hire WRP Interns
  • Extract the WRP Hires Report from the WRP database. Review and ensure accuracy of the expenditures for CIVPAY of WRP Interns, inform the Director of discrepancies found and work in coordination with ODEP to correct the WRP.gov database and hiring data.
  • Prepare reports, conduct training, develop technical assistance materials, develop, and formulate education and awareness activities designed to inform internal and external stakeholders on relevant disability laws, regulations, policies, inter- and intra-departmental programs, and initiatives to advance the employment of individuals with disabilities …
