Request: There is an active RFI on eBuy. We are seeking to add a partner or two (small or large business is fine) with SAP expertise and/or relationships with Air University (AU).  

Background:  

“The Student Information System (SIS) is an enterprise solution that consolidated Military Higher Education, Professional Military Education and Civil Education and Training management into the SAP Student Lifecycle Management (SLcM).  The application hosted in AWS Cloud 1’s IL-4 environment and the current subscription consists of Dev, QA, Test, and Prod zones. The SAP SLcM application has been configured to meet Air Education Training Command, Air University to meet the data requirements for both The Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) accreditation standards and Higher Learning Commission (HLC).  Air University supports both degree granting and non-degree granting education programs across multiple campuses at Maxwell AFB, AL, and Wright-Patterson AFB, OH. SLcM is unique in the Department of Defense but a leading industry standard in the civilian institutions in the United States and Europe. The sustainment capability and delivery of the environment must reflect the business models consistent with the top ten US civilian universities. SLcM currently supports a growing population of students; currently numbered at 187,000 in 11 degree granting programs and 200+ non-degree granting programs. AU requires a partnership with experts in higher education, training governance, and compliance in cyber security, SACSCOC governance, and enterprise education student management experience. The partnership includes but is not limited to domain experts in SAP cloud architecture hosted in AWS, SAP SLcM, SAP planning, SAP data warehouse solutions, cyber security, innovation, and operations. AU’s SAP environment does not connect to SAP for system/application health services. This will be a manual effort for support and sustainment and requires appropriate resources to operate. 

The RFI also highlights the singularly unique requirement of managing an enterprise education resources product across multiple campuses and multiple curriculums for Officer, Enlisted and Civilian members across their career. The requirements and personnel are diverse and SAP SLcM requires a diverse team of contractors that can assist the continuous management and modification to sustain compliance and adapt to new capabilities, changes to doctrine, agency policy, public law and accreditation standards.
