DOD DISA Sources Sought: Human Capital Management (HCM) System Modernization

DISA’s Services Development Directorate (SD) is seeking information from potential sources for support services to modernize Human Resources (HR)-related information technology systems at the Agency and transform them into a full lifecycle Human Capital Management (HCM) IT Platform that fully supports DISA’s human capital and workforce development initiatives. This effort will support a DISA workforce of 7,500 Civilians, 2,000 Military, and 11,000 Contractor full time equivalents. Required support services include Business Process Re-Engineering, Software as a Service (SaaS) configuration, architecture, and integration experience, systems engineering, systems administration, database administration, training, IT service desk, cyber security, and Continuity of Operation in support of the delivery of a full life cycle HCM IT Platform.

REQUIRED CAPABILITIES:

  1. DISA requires a full lifecycle HCM IT Platform that fully supports the human capital and workforce development initiatives. Describe and provide an example of your company’s experience in implementing FedRAMP IL4 Software as a Service (SaaS) HCM IT Platforms for similarly sized agencies – especially within the Department of Defense (DoD).
  2. The intent of this procurement is to provide a modern SaaS HCM IT Platform, and Business Process Re-engineering will be required. Describe and provide an example of your company’s ability to conduct Business Process Re-engineering , preferably in the HCM space, for similar sized agencies – especially within the DoD.
  3. User Interface (UI) / User Friendly Experience is imperative for a system that is used by the entirety of the DISA workforce. Describe your experience and provide an example in designing intuitive and user-friendly interfaces for day-to-day users, as well as for power users, who often need to do ad-hoc reporting, querying, or other more UI intensive activities. Please orient your example for similarly sized agencies – especially within the DoD.
  4. DISA expects that the HCM IT Platform will integrate with a number of existing and soon-to-be in place systems, such as, but not limited to Defense Civilian Personnel Data System (DCPDS), Defense Civilian Human Resources Management System, Defense Financial and Accounting Service provided systems and Defense Acquisition Talent Management System. Describe and provide an example of your company’s experience in integrating DoD HCM related systems such as DCPDS and those listed above, into a full lifecycle HCM IT Platform. Please orient your example for similarly sized agencies – especially within the DoD.
  5. Over time, DISA anticipates the HCM IT Platform will be used by the entirety of the workforce in varying capacities. In order to facilitate this, DISA will need to ensure that change management processes, governance, and guard rails are established. Describe and provide an example of your company’s experience in establishing change management and governance processes, as well as implementing guard rails for a SaaS HCM Implementation which reduces the risk of the introduction of technical debt when different constituencies request or implement changes. Please orient your example for similarly sized agencies – especially within the DoD.

The anticipated Period of Performance is 15 August 24 to 14 May 29 (Base of 9 months, plus 4 Option Years).
