DOC USPTO intends to Sole Source $70M Patent Search Artificial Intelligence contract to Accenture

The United States Patent and Trademark Office (USPTO) has a requirement for contractor support for Patent Search Artificial Intelligence. The USPTO currently has AI capabilities built into the Patents End-to-End (PE2E) Search tool for more than 9,000 examiners and supervisors to improve prior art search. The scope of this requirement entails providing full system development effort to continue maintaining the operation of the Patent Search Artificial Intelligence (PSAI) capabilities and to provide new enhancements to the PSAI component. The USPTO intends to negotiate and award a contract for Patent Search Artificial Intelligence NAICS Code 541511 to Accenture Federal Services (AFS), located at 800 N. Glebe Rd, STE 300, Arlington VA, 22203 for a period of five years with an estimated value of ~$70M. The anticipated award date is April 1, 2024. The USPTO publicized this requirement on August 8, 2023 through a Request for Information on SAM.Gov, and the results indicate that Accenture Federal Servicesis the only known qualified source. As a result of the USPTO’s exemption from the Competition in Contracting Act, the subject requirement is being procured using the Alternate Competition Method in accordance with the Patent and Trademark Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A). This notice of intent is not a request for competitive proposals.
