Desired Qualifications Below is a list of desired knowledge a candidate should have to successfully achieve the metrics of this PWS. Contractor can refer/use this list to screen candidates. Each required contract position will vary based on the labor category.
- Knowledge of Federal, Departmental, and Agency laws, regulations, and policies on procurement, FAR and DFARS, DLAD and local governing acquisition policies.
- Knowledge of a wide variety of procurement regulations, procedures, and policies related to the various procurement functions related to accomplishing purchase orders.
- Knowledge of small purchase procedures and methods is required in performing complex purchasing work.
- Knowledge of the Government Purchase Card and simplified acquisition policies and procedures.
- Knowledge of post award procedures for administration of simplified acquisitions as to be able to discuss equitable arrangements for modifications to purchase orders. Determine whether to recommend terminations of accepted purchase orders for convenience and similar actions.
- Knowledge of common business practices concerning sales, prices, discounts, and deliveries.

Scope of work
The contractor shall perform contract pre-award/post-award support services.
Contractor Contact Pre-Award Support Services The contractor shall perform requirements in accordance with Federal Acquisition Regulation (FAR) and/or Defense Federal Acquisition Regulation Supplement (DFARS) that do not include performance of inherently Government functions. The contractor shall complete all required tasks in addition to monitoring/tracking performance goals of subordinate employees.
Contract Pre-Award duties by Labor Category
- Lead/ Senior Contract Specialist contractor position is required to ensure all non-project lead contractors successfully fulfill all minimum pre-award requirements per month. Contractor shall be responsible for oversight of pre-award contract services contractors. Shall provide training and ensure all personnel are completing targeted assignments. Lead contractor shall serve as the Principal Point of Contact with the Contracting Officer, DLA Maritime Norfolk (Portsmouth, VA) Managers, the COR, and the COTR. Analysis of productivity, efficiency, and strategy is required to ensure deliverables are achieved as required. The lead shall assist with training and handling complex requirements.
- Contract Specialist pre-award contractor positions are required to complete actions/deliverables per month. Contractor shall complete a minimum of 10 contracts per week (40 per month). Contractor shall complete acquisition package review, market research, determine acquisition strategy, perform pre-solicitation/soliciting actions, evaluate best value to the Government, determine if pricing is fair and reasonable, complete SPS documentation, prepare package for Contracting Officer (KO) review/approval, perform distribution.
