DLA Opens Five-Year Pathway for Commercial Technology Prototypes and Production

The Defense Logistics Agency has opened a five-year Commercial Solutions Opening that will run through 2031, creating a recurring acquisition pathway for companies to propose innovative commercial technologies, products, services and processes against specific DLA requirements.

DLA will publish individual Areas of Interest identifying capability gaps, technical challenges or mission requirements. Companies will respond to those opportunities with streamlined Solution Briefs explaining their proposed solution, technical approach and pricing. DLA can add, modify or close Areas of Interest throughout the five-year period, making this a continuing pipeline rather than a competition for a single requirement.
The acquisition framework gives DLA several paths for moving selected solutions forward. The agency intends to use Other Transaction agreements for prototype projects, but can also use FAR-based commercial contracts. Depending on the proposed solution, DLA may invite a company to make a pitch, request a full proposal, or move directly from the Solution Brief into award negotiations.

The OT pathway also creates a potential route beyond prototyping. When the applicable requirements are met, a successfully completed prototype can lead to a follow-on production contract or agreement without another competition. DLA also states that successful portions of a prototype can potentially transition to production before the entire prototype effort is complete.

This is not simply a channel for selling DLA an existing commercial product. The Solution Brief guidance specifically asks companies to explain what is innovative about their approach, how it improves upon or complements existing capabilities, and what integration, adaptation, piloting or development is necessary to deliver operational value.
Who should care: Defense technology firms, nontraditional contractors, small businesses, commercial technology companies and established government contractors with technologies or processes that can be adapted and demonstrated against DLA mission requirements.
