The Defense Information Systems Agency (DISA) is seeking sources for Integrated Defense Enterprise Acquisition System (IDEAS) built on the Appian platform for the Program Executive Office (PEO) Services.
The objective of this requirement is to provide software development expertise in support of the Integrated Defense Enterprise Acquisition System (IDEAS) which includes all phases of business process re-engineering, requirements definition, software design, development, testing, system integration, implementation and sustainment. Software development support shall include any phase of the Software Development Lifecycle (SDLC), including concept development, planning, requirements definition and analysis, systems design and development, coding and testing, deployment, implementation, integration, documentation and software application maintenance using Appian’s Business Process Modeling (BPM) tool.
Primary responsibilities include managing the IDEAS’s code baseline as it interacts with users, the hosted environment, and external systems. The IDEAS baseline may change as a result of changes to Laws, Regulations and Policies (LRPs), user preference, latent defects, change requests, security requirements, or to accommodate new releases of the commercial off the shelf (COTS) products used by the system (e.g. Appian, Red Hat Linux, Web Logic, Apache, etc.). IDEAS integration support shall include accommodating the Defense Procurement and Acquisition Policy (DPAP) business systems office’s Clause Logic Service (CLS) Application Program Interface (API) as it evolves; as well as maintaining other existing integrations (e.g. FPDS-NG, GEX/EDA, etc.). Further, software support will be required as DISA modernizes its other business systems and moves towards the use of the Purchase Request Data Standard (PRDS). IDEAS was the basis for the US Air Force’s CON-IT, and Defense Logistics Agency (DLA)’s Enterprise Contract Writing and Management System (ECWM).
Several key factors to success are: Understanding the PRDS, and its use in the DoD enterprise, thorough knowledge of Appian BPM tools, thorough knowledge of Appian BPM based contract writing systems, and a detailed experience in compliant telecommunications processes. Overall, software development support shall include all aspects of the software development life cycle necessary to sustain and modify the system baseline, as well as operations and sustainment of the system.
Anticipated Award Time Frame: Contract award NLT 31 May 2025 The anticipated Period of Performance is one 12-month base period and four one-year option periods.
