DISA Opens Market Research for Five-Year Enterprise Network, AI and Databricks Engineering Requirement

The Defense Information Systems Agency is conducting market research for a five-year Enterprise Level Engineering and Systems Analysis Support requirement covering enterprise network engineering, performance analysis, observability, predictive engineering and development of diagnostic and decision-support tools.

The contractor would support DISA’s Enterprise Engineering Directorate in diagnosing complex, high-impact performance problems across DoD networks, applications and services. DISA requires access to cleared technical specialists on short notice for problems that can cross multiple systems and technology domains, including high-visibility and classified mission environments.

The scope includes development of new applications for network analysis, user-experience metrics and end-to-end diagnostics, potentially operating at classification levels up to Top Secret. DISA says it is increasing its use of AI and complex analytical capabilities such as Databricks for tool development and predictive analysis. Contractors are specifically being asked about experience developing custom decision-support tools from enterprise monitoring data and extending those capabilities using AI. The work also covers enterprise observability, including analysis of large volumes of data generated by DISA monitoring systems; global optical and IP network capacity modeling; predictive engineering; cloud-based analysis environments; performance monitoring and alerting; synthetic monitoring tools; and IPv6 implementation support. The contractor could also support assessments of how applications perform across DISA infrastructure and recommend improvements to monitoring, reporting and system architectures.
Portions of the current work are performed by Booz Allen Hamilton under a SETI task order through September 2027, although DISA states that many elements of ELESAS are new requirements. The planned performance period runs from September 2027 through September 2032.

DISA is using the Sources Sought to assess large and small business capabilities and potential small-business participation. A Top Secret facility clearance is required.
Who should care: Cleared DISA and defense IT contractors with enterprise network engineering, observability, AI and data analytics, Databricks, predictive modeling, systems engineering and custom diagnostic tool development capabilities.
