DIA’s DORE3 Draft RFP Signals Major, Multi-Disciplinary Intelligence Support Vehicle

The Defense Intelligence Agency has released a pre-solicitation and draft Request for Proposal for the Data Science, Operations, Requirements, Exploitation, and Enhanced Engineering program, known as DORE3, offering early insight into what is shaping up to be a major, enterprise-wide contract vehicle.

DORE3 is designed as a broad advisory and assistance services IDIQ supporting mission execution across technical collection, data exploitation, and operational intelligence functions. The scope reflects a convergence of data science, engineering, and mission operations, indicating a continued push toward integrated, data-driven intelligence capabilities.

The requirement spans eleven core support areas:

  • Collection concept development
  • Collection planning and operations support
  • Data science and analytics
  • Technical exploitation of multi-source data
  • IoT, social media, and open-source intelligence
  • Application, web, and collaboration systems support
  • Program and project management
  • Rapid-response subject matter expertise
  • Academic and industry outreach and innovation
  • Rapid engineering and prototyping
  • Contract and program management support

Together, these areas point to a highly flexible vehicle capable of supporting everything from advanced analytics and AI/ML development to operational intelligence workflows and rapid technology insertion.

Structurally, the contract is expected to be an IDIQ with a mix of task order types, allowing the government to tailor execution across different mission needs. The scale and breadth suggest this will serve as a foundational contract for DIA’s Science and Technology mission space.
