The Department of Homeland Security Science and Technology Directorate (DHS S&T) Systems Engineering and Technical Assistance (SETA) Indefinite Delivery Indefinite Quantity (IDIQ) contract provides professional scientific, technical and programmatic assistance and relevant administrative assistance services to support efforts in research, development, test and evaluation (RDT&E) to S&T. Scientific and technical services may include: advisory assistance support in technology scouting; vulnerability and risk assessment and mitigation; project justification and defense; program planning; evaluation and analyses of programs, projects, budgets and performance; and project execution, transition and commercialization. This also includes providing programmatic support in the development and preparation of acquisition and procurement documents. Administrative assistance may include providing ancillary support to advance the overall mission of the program office, through its project objectives, and conducting support activities and functions in order to sustain the day-to-day business practices of an organization.

The current SETA IDIQ is the third iteration of a SETA support services contract for S&T. Current IDIQ awardees are five large businesses. The IDIQ has an ordering period of June 3, 2019 through June 2, 2024 and task orders can extend two years beyond the end of the ordering period. The IDIQ currently has a ceiling of $575 million and thirty-two (32) task orders have been awarded under the IDIQ to date. Orders have ranged between $4 million and $82 million, with roughly half the orders valued above $10 million and half the orders under $10 million. The NAICS code for the SETA III IDIQ is 541611 with a PSC of R408.
