OS AI Update: According to the latest DHS forecast, this contract will now no longer be competed as a small business set-aside. It will now be competed as unrestricted. Still projected to be competed using EFSI. Still expected to be out in early April.

The Department of Homeland Security US Secret Service recently announced two things: The first is that they have pushed back the planned solicitation release date competing this 5-year contract to provide a range of services to include Operations & Maintenance, Financial Reporting, Modernizations, and Training support for the USSS Travel, Oracle, Procurement, Sunflower (TOPS), an E-Gov implementation of Oracle Federal Financials (R12) and Annams Sunflower Property Management system for the USSS. The RFP is now expected to be released as soon as early April.
The second significant change is that USSS is now expecting to ‘compete’ this contract as a small business set-aside action on the $1B DHS Enterprise Financial System Integrator (EFSI). This is the bigger surprise as this is the re-competition of a contract that is currently held by Deloitte. There were 7 known awardees who secured a Prime position in Q1 of FY 20 on the EFSI BPA, with Savantage Federal as the only known small at the time. The other Prime awardees on EFSI included CACI, GovCIO, CGI Federal, Accenture, and IBM.
CGI Federal, Neevsys, and Sunflower Systems (who CGI acquired in 2019) were all known subcontractors to Deloitte in support of TOPS. There were three bidders on this contract last time but looks like that may not be the case this time.
