Regardless of the reason for the switch, OASIS small business Primes can take a short victory lap as the Department of Homeland Security announced yesterday that this 5-year $100+M contract out of the Cybersecurity and Infrastructure Security Agency (CISA) will be competed as a small business set-aside.  No details have been provided at this time as to the rationale for the decision, and with more than a half year until the RFP drops, you can expect many firms to be working angles to influence the acquisition strategy.

The Cybersecurity and Infrastructure Security Agency (CISA) is primed to enhance its operational capabilities through a significant upcoming procurement, planned to enrich the efficiency and integration within its Cyber Security Division (CSD). The Mission Engineering (ME) organization under CSD has announced the intent to acquire comprehensive management and analytical services, a move designed to promote harmonized management practices and the seamless integration of activities across CSD. 

This ambitious project entails a sweeping range of operational support services, with the scope including operations and administration support, budget formulation and execution, financial management, procurement and contract execution support, as well as project management and program planning. The initiative will also encompass research and technological review, providing analysis and assessments of systems crucial for CISA stakeholders. The objective is to empower the identification, evaluation, development, and adoption of interoperable cybersecurity products and services. The services required are extensive and cover various essential functions such as Administration and Communication, Strategic Planning and Analysis, Program and Project Management, Budget and Financial Management, Acquisition and Procurement, Program Analysis and Controls, Property Management, Data Integration, and Information Technology Support. 

Tentatively scheduled for release in June 2024, the Request for Proposal (RFP) for this contract is currently anticipated to be disseminated through the General Services Administration’s One Acquisition Solution for Integrated Services (GSA OASIS) Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. However, it has not yet been confirmed whether this will be set aside for small businesses. The incumbent, Culmen International, has been identified by the government as the current service provider. CISA is yet to disclose further details, but stakeholders are keenly awaiting additional information. With the contract’s total value exceeding $100 million over five years, the procurement represents a significant opportunity for companies operating within the cybersecurity and defense sectors. 

The ME group within CSD has a critical mission: to engineer, acquire, integrate, and deliver mission capabilities for cyber operators and analysts. This task is crucial for safeguarding the nation’s cyberspace. The development and deployment of a Joint Collaborative Environment, where data from diverse sources can be rapidly analyzed and used to inform swift action, is at the heart of this mission. This upcoming contract is part of CISA’s strategy to fortify the nation’s cyber defenses. It signals a commitment to elevating the operational prowess of CSD, ensuring that the nation’s cybersecurity infrastructure remains robust and responsive to evolving threats.
