The 8(a) small business community who supports CISA will want to take notice as the latest word out of the DHS Office of the CIO is that the recompete of the Business Transformation Support Services (Process Automation) requirement, now renamed CFOM, is expected to be competed as an 8(a) set-aside action. The RFP is tentatively expected to be released in early May.

After a string of non-competitive awards in relation to this Office of the Chief Information Officer (OCIO) requirement for the continued development, maintenance and operation of its existing applications, CISA focused small business partners will be working to influence the acquisition strategy in advance of a competitive Spring RFP release date.
The goal of this upcoming contract is to continue development of a centralized data repository, web services and reporting interfaces for CISA’s data. The OCIO additionally requires continued development of an enterprise data management solution and master data management platform based on high-performance processes to include applications and systems which provide users access to straightforward business rules and methods to collect and aggregate data resulting in the creation of reports, visualizations and analysis capability to support its mission.
The incumbent on this contract is OPTiMO Information Technology. OPTiMO has been managing this contract for several years. This period includes two sole source bridge or interim contracts and a 2 ½-year sole source action in 2020. Previously, the Office of the Chief Financial Officer (OCFO) operations encountered numerous challenges leading to inefficiencies and redundancies. The manual processing of data hindered efficient data collection, analysis, and reporting. Relying on individual Microsoft Excel workbooks for financial data management led to repeated data. The use of different information systems and storage methods made it difficult to access timely and accurate information, essential for effective decision-making. To address these issues, OPTiMO was enlisted to develop the CISA Data Management Platform (CDMP), applying their expertise in Agile-based engineering and architecture.
The RFP for the next iteration of this contract, which is expected to be two years in duration, is expected out in early May of 2024 as a competitive action. The final decision around the contract vehicle that will be used, as well as any set-aside decision have not been made or at least published at this time.
