The USAMRDC manages and executes research in five basic areas: combat casualty care, military infectious diseases, military operational medicine, and chemical biological defense. The USAMRDC is program coordinator for Department of Defense medical research programs focused on the prevention, mitigation and treatment of blast injuries as well as the manager for the Joint Trauma Analysis and Prevention of Injury in Combat program which informs solutions that prevent or mitigate injury during the full range of military operations, by collaborative collection, integration, analysis and storage of data from operations, intelligence, materiel and medical sources. Six medical research laboratory commands execute the science and technology program to investigate medical solutions for the battlefield. USAMRDC also manages a large extramural research program with numerous contracts, grants, and cooperative research and development agreements to provide additional science and technology capabilities from leading academic, private industry, and other government organizations.
During the duration of this contract, unknown portions of USAMRDC subordinate units, functions and capabilities will be transitioned into the Defense Health Agency (DHA) and some will be retained by the Army. The specifics of this transition are not mapped out as of the time this contract is being recompeted. The contractor shall be required to support USAMRDC throughout the transition.
The contractor will be expected to have intimate knowledge of the USAMRDC and DHA and the associated medical S&T portfolio, including a thorough understanding of its internal Program Planning Budgeting & Execution (PPBE) processes, organizational roles & responsibilities, and governance structure. Some tasks will require active SECRET and TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI) for performance of duties. All staff must have a minimum of a Tier 1 (T1) background investigation.
This award will provide analyses of programs, technologies, governance, infrastructure, technical staffing, core competencies, future concepts, etc. as required to support USAMRDC’s and DHP S&T mission and transition. The contractor will be assigned objectives to accomplish, and expected to independently interpret how best to accomplish them, with minimal supervision from the Government. The objectives assigned may be complex, requiring a convergence of scientific, programmatic, and business expertise to successfully accomplish them.
This award will also provide Program Management Support Services requirement for the Combat Casualty Care Research Program (CCCRP) and will fully support the USAMRDC, CCCRP and DHP Portfolio Managers vision to plan, program, budget and oversee execution of the Army and Defense Health Program Investment in casualty care and trauma research in order to lead the advancement of military medicine in these areas.
