DARPA CMO is requesting capability statements in 3 Focus Areas from commercial sources with expertise in Artificial Intelligence (AI), Large Language Models (LLMs), and end to end automation, to enhance DARPA’s existing rapid transition from each step of the acquisition process (requirements and solicitation generation through abstract and proposal evaluations to eventual award and execution). Capabilities may include existing tools and/or potential development of new tools. DARPA is currently operating in an integrated MS 365 environment; therefore, any contemplated tools/solutions must be compatible to this environment.
- Focus Area 1 (Requirements and Solicitation Development): DARPA is the premier Research and Development (R&D) organization with the Department of Defense (DoD). DARPA has 6 buying divisions within the CMO – while DARPA’s focus is primarily on R&D efforts, our “Services” buying division is essential to agency operations. DARPA is seeking a provider to assist in the “requirements and solicitation development” process, leveraging any “best in class” AI, LLM, and automation solutions to meet our mission. To that end, below are some examples of areas of interest; however, these examples are not all inclusive.
- Automated Solicitation Generation: Interest in potential AI/LLM-powered tools that can automatically generate draft solicitations based on predefined templates and user inputs. Interest in solutions for generating merit-based solicitations for R&D objectives …
- Focus Area 2 (Abstract and/or Proposal Evaluation Tools): DARPA is seeking a provider to deliver and implement a robust source selection software solution that accepts abstract and proposal submissions and aids decision makers with abstract and/or proposal evaluations. The software must enable evaluations that are compliant with Subpart 15.3 (Source Selection) of the Federal Acquisition Regulation (FAR) and Subpart 215.3 (Source Selection) of the Defense Federal Acquisition Regulation Supplement (DFARS) and referenced documents in both regulations. It is also desired that the software is fully customizable to meet other non-FAR requirements and agency needs. Technical Description: Responses should include information about available training and coaching plans and a description of the tool’s capabilities and features across the following list:
- Number of evaluators who can participate in a single source selection activity using the tool.
- Number of concurrent source selection activities the tool can support.

- Focus Area 3 (Pre-Award, Award, and Post-Award Stages): DARPA is seeking a provider to deliver tools and solutions that assist with federal acquisition activities in the pre-award, award, and post-award stages. Below are some examples of areas of interest; however, these examples are not all inclusive.
- Automated Contract Performance Monitoring: Interest in potential for AI/LLM-powered tools that can monitor contract performance in real-time by analyzing data from various sources (e.g., deliverables, invoices, performance reports).
