The Department of Defense has announced that, effective October 1, 2026, contracting officers must use the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module to publish unclassified solicitations and receive offers and quotes, unless a specific exception applies.
According to the notice, contractors pursuing affected opportunities will need active PIEE accounts in order to submit proposals through the system. The Department is encouraging vendors to familiarize themselves with the platform and complete registration activities ahead of the transition.
The requirement will apply to most standard competitive solicitations, though several exceptions remain. Use of the PIEE Solicitation Module is not required for single-source acquisitions, actions conducted under simplified acquisition procedures, emergency acquisitions, or awards made outside the United States.
In addition, the module currently does not support Broad Agency Announcements (BAAs) or requests for offers and quotes for task and delivery orders issued under IDIQ contracts, Blanket Purchase Agreements (BPAs), and Basic Ordering Agreements (BOAs).
For government contractors, the announcement represents an operational change rather than a change in acquisition policy. Companies that regularly pursue DoD opportunities may want to ensure their proposal teams have the necessary PIEE access and are familiar with the proposal submission process before the October 2026 implementation date.
