ACC-DTA intends to issue a bridge contract, consisting of Cost Plus Fixed Fee (CPFF), Cost, No Fee and Firm Fixed Price (FFP) components, to CACI Technologies, Inc, 14370 Newbrook Drive, Chantilly, VA, 20151-4206, Commercial and Government Entity Code: 80014. This contract will provide continued support for the Counterintelligence & Human Intelligence (HUMINT) Analytical Support Element- Global (CHASE-G) support program. The current task order expires on 23 March 2025. ACC-DTA intends to award a competitive follow-on task order for this requirement in April 2025, the procurement is currently in the evaluation phase. The proposed action is a six-month bridge contract, with a period of performance (PoP) from 24 March 2025 to 23 September 2025, comprised of a 3-month base period and three additional 1-month option periods. The statutory authority permitting other than full and open competition for this effort is 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Specifically, FAR 6.302-1(a)(2)(iii)(B), which states “For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in- (B) unacceptable delays in fulfilling the agency’s requirements.”…
On 15 May 2019, ACC-DTA issued a Request for Task Order Proposal (RTOP) for USFOR-A support services to the vendors in the Unrestricted (large business) Pool of the Intelligence and Security Command (INSCOM) Global Intelligence Support Services (GISS) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). ACC-DTA selected CACI Technologies as the awardee and issued task order W911W4-14-D-0003 / W911W4-19-F-0018 …. effective date of 23 September 2019. After the US Government’s withdrawal from Afghanistan, the Requiring Activity changed the name of the USFOR-A task order to USFOR-G. CACI Technologies is currently performing under the FAR 52.217-8 option period.
