This justification authorizes the use of other than full and open competition to award a firm-fixed price task order to Prepare and Maintain United States Army Reserve (USAR) Environmental Program Data while awaiting Migration to the Army’s new system of record, Web-Based Compliance Assessment and Sustainment System–Enterprise (WEBCASS-E).
This task order requires contractor support services for the preparation and maintenance of USAR environmental data while awaiting migration and alignment in the Army’s new centralized ACS system of record, WEBCASS-E. ACS is a hosting platform which allows users on-demand availability of data and computing power.
Preparing the USAR data for migration and alignment into the unified WEBCASS-E dataset is a complex enterprise and will require system expertise to complete. O&M activities will focus on program data for environmental funding, compliance, hazardous waste, and energy. After data migration and alignment are complete, O&M of WEBCASS-E will be maintained through a competitively awarded services contract.
Pursuant to FAR 16.505(b)(2)(i)(B), the action being approved is an exception to the fair opportunity process. This justification authorizes the use of other than full and open competition to award a firm-fixed price task order to Prepare and Maintain United States Army Reserve (USAR) Environmental Program Data while awaiting Migration to the Army’s new system of record, Web- Based Compliance Assessment and Sustainment System–Enterprise (WEBCASS-E). This acquisition will be a sole source award via the J6 Enterprise Technology Services (JETS) contract vehicle to Plateau Software, Inc. (SP4709-17-D-0012).
