One day after the VA posted details about a new award decision on this important Office of Business Integration (OBI) File Conversion Services task order, the agency did an abrupt about-face, canceling the award, and making a new award to the only other bidder. Details have not been provided as to why the actions were taken. It is easy to note the difference between the action obligations between the two contracts, with the new awardee being the lower of the two. The RFP for this requirement was released nearly two years ago and en elongated back-and-forth battle ensused. Will another protest follow? We will share more if it becomes available.

The saga continues, but the third time was not the charm as, nearly 4 months after VA announced its new award decision, the agency has announced that they are going back to the drawing board.
It is unclear what the next steps are, but VA has officially canceled the award. This move comes on the heels of
a string of protests being filed with GAO that raise concerns about this important VICCS task order.
