Northrop Grumman Systems Corp., San Diego, California, was awarded a $36,262,469 cost-plus-fixed-fee, cost-reimbursable contract (N0003924C4000) issued by the Naval Information Warfare Systems Command. The contract is to procure software engineering services to customize the latest Windows version of Northrop Grumman Systems Corp. ICS software to meet Taipei Economic and Cultural Representative Office (TECRO) specific requirements. The contract effort will require the contractor to perform systems engineering, software engineering, integration and testing, installation support, and training. This contract was not competitively procured because it is a sole source acquisition pursuant to the authority of 10 U.S. Code 3204 (a)(1) – Only One Responsible Source (Federal Acquisition Regulation subpart 6.302-1). Foreign Military Sales (FMS) case funds from TECRO in the amount of $16,245,829 will be obligated at award, the remainder of the effort will continue to be incrementally funded with TECRO FMS case funding. Work will be performed in San Diego, California (90%); and in Taiwan (10%), and is expected to be completed by November 2026.
