… VAST Storage provides high performance networked storage with secure replication between multiple data centers for the GenISIS platform. The Government’s technical experts conducted market research as outlined in Section 8 below. As a result of the market research, the technical experts confirmed that this storage platform is proprietary, and only VAST or its authorized resellers are capable of providing the required storage equipment expansion, and associated maintenance and technical support. Only VAST Storage, inclusive of the maintenance and technical support required to implement updates and ensure the services provided on the equipment are properly configured, would be interoperable with the existing GenISIS platform due to the proprietary nature of this product. In performing its market research, the Government confirmed that only brand name VAST Storage is compatible and interoperable with the existing VAST Storage software code, proprietary structures, protocols, and software application programming interfaces as currently implemented and operational in the GenISIS datacenter infrastructure. The existing GenISIS infrastructure can not be modified to allow for other brands because this would add significant brittleness and fragilility to the system, which could create significant downtime and additional costs to VA. Moreover, GenISIS utilizes proprietary features of VAST Storage, such as the “Big Catalog”, that is not available in other Commercial off the Shelf data storage systems.
