Concept Plus Secures Pivotal $48M Contract to Modernize Air Force’s War Planning System
Concept Plus, LLC (“Concept Plus”), a leading provider of software development solutions specializing in Oracle technologies, cloud computing, data analytics, and digital services for U.S. government clients, today announced it has been awarded a prime contract to sustain and modernize the Deliberate and Crisis Action Planning and Execution System (DCAPES).
Awarded by the Air Force Life Cycle Management Center (AFLCMC), this contract highlights Concept Plus’s ongoing commitment to supporting the Air Force mission by delivering innovative solutions that enhance warfighter capabilities.
DCAPES is a critical component of the Air Force’s operational strategy, enabling real-time integration of personnel, logistics, and operational data to support rapid decision-making and effective crisis response. Under this five-year contract, Concept Plus will enhance DCAPES’s capabilities to align with USAF Strategic Plan priorities, including global readiness, resilience, and operational agility.

This modernization effort will leverage a microservices architecture, employing technologies such as Java EE, Oracle Fusion Middleware, Oracle RDBMS, and the Oracle Identity and Access Management suite of products to enhance DCAPES’s capabilities and ensure its alignment with the Air Force’s evolving needs.
