The Department of Commerce is conducting market research for a potential enterprise transformation effort supporting its Office of Financial Systems Management. Through this Request for Information and draft Statement of Objectives, the department is seeking industry input on capabilities, pricing approaches, performance measures, and acquisition strategy for a future procurement.
The effort would build on the Department’s Business Applications Solution (BAS) investment by improving financial management, acquisition, property management, enterprise reporting, shared services, and data management across the department. Rather than prescribing a specific technical approach, the draft Statement of Objectives defines the business outcomes the Department wants to achieve and invites industry to propose solutions.
The draft scope includes Enterprise Performance Management, Process Intelligence, transformation services, an enterprise Undelivered Orders capability, Data Strategy and Data Catalog services, and the use of emerging technologies where approved by the Government. The Department states that these capabilities are intended to improve executive visibility, reduce manual effort, strengthen data governance, support enterprise analytics, and improve operational performance across the BAS ecosystem.
The Statement of Objectives also outlines outcomes the Department expects across planning and budgeting, process mining, shared services, change management, enterprise data management, analytics, and innovation. The Department is seeking approaches that support measurable organizational outcomes rather than completion of individual deliverables and expects offerors to propose performance-based solutions.
