Coforma has been awarded a new contract with the U.S. Department of Health and Human Services (HHS) to support the Administration for Children and Families (ACF) and the Office of Refugee Resettlement (ORR) to develop new technology to facilitate the case management of unaccompanied children in the United States (US).

Coforma is honored to apply the full range of our digital services capabilities to ensure data management improvement and portal updates support case managers in their missions–and ultimately serve the well-being of the children and families they support,” said Eduardo F. Ortiz, CEO of Coforma.

The existing Unaccompanied Children (UC) Portal was created in 2014 for HHS, other federal agencies, and vendors serving those agencies. Rapid and sustained changes in the volume of unaccompanied children, laws and regulations, and processes and procedures have all outpaced the UC Portal’s ability to meet case management needs.

Coforma will partner with Raft on the project, awarded for $4.5 million in potential value. Together, we’ll provide research, design, and product strategy leading to the creation of a new platform that incorporates an improved experience and updated processes and business logic.

Since care of unaccompanied children who don’t have legal immigration status in the US was transferred to ORR in 2002, the agency has provided care for and found suitable sponsors for over 410,000 unaccompanied children. In the first nine years of the program, a total of 8,000 children were supported by ORR. But starting in fiscal year 2012, the number of unaccompanied children in need of care has soared. Referrals for 13,625 children were received in fiscal year 2012, with steady increases year over year. Most recently, DHS referred 128,904 unaccompanied children to ORR in fiscal year 2022.
