This work is complex and technical, requires strategic planning, coordination with public and private entities, and responsiveness to public input. As a result, specialized contractor support is needed for policy analysis and rule writing support. A contractor experienced in managing the regulation development and comment analysis process and in coordinating with both internal and external stakeholders is critical to ensure that HIIG has the necessary and current information to develop and further its interoperability policies and initiatives.

In alignment with HHS’ priorities, CMS is committed to putting patients first. CMS is committed to interoperability for the broader healthcare system to ensure patients have access to their health information where and when they need it most. These efforts ensure healthcare data is available for informed, coordinated, and timely decision-making. CMS has focused on putting patients at the center of health care and ensuring patients have secure access to their health information and the ability to decide how their data will be used, while keeping that information safe and secure. To that end, CMS continues to adopt innovative approaches to address issues with healthcare from the patient’s perspective, while supporting the agency’s interoperability efforts. CMS is continuing to move to a system in which patients are empowered to make informed decisions about their health care. The interoperability efforts breakdown barriers that prevent interoperability and the advancement of data exchange in health care. A clear plan has been created to promote competition in healthcare markets that allow patients to receive better value for their investments. The continued advancement of interoperability supports patients having access to their full healthcare records and can take it with them from provider to provider, ensuring easy access through a trusted system and availability in real time. CMS’ role is pivotal in advancing interoperability for HHS and across the federal government. Interoperability reduces burden, increases transparency, promotes data sharing for care coordination among payer and provider programs, and enables patient access to health information. CMS continues to focus on moving to a system that increases and advances interoperability and supports better informed decision making to advance interoperability, reduce burden and drive transparency. Showing our commitment to the vision set out in the 21st Century Cures Act and in support of Executive Order 13813, CMS will continue to work to improve the quality and accessibility of information that Americans need to make informed health care decisions, including data about health care prices and outcomes, while minimizing reporting burdens on affected health care providers and payers.
