This small business is not looking for a partner just yet – instead they noted several modifications posted late last week as part of an active Sources Sought notice (RMADA3-APP250186) in relation to the recompete of this important Centers for Medicare and Medicaid Services Research, Measurement, Assessment, Design, and Analysis (RMADA) multiple-award IDIQ and they are calling on all small businesses to respond or run the risk of being left out.
From the small business “The bar to respond when the sources sought notice was initially posted was quite high with the expectation that small business bidders needed to respond to ALL capabilities. Late last week the agency adjusted the requirement, now noting that “Interested parties are encouraged to demonstrate capability on all or some tasks and to share concepts regarding teaming arrangements.” This change is great news for potential small business bidders, but only if CMS receives enough potential small business teams (Prime and sub) who they believe can meet the required capabilities.
Request 1 – This is a call/request for other small business led teams to band together and make sure to respond. Our goal is to convince CMS to release this solicitation with a partial small business set-aside, but this only works if enough credible interest is shown. Make sure to submit your full team capabilities.
Request 2 – Review and make up your own mind as to whether NAICS 541720 – Research and Development in the Social Sciences and Humanities, is the correct choice for this contract. It is our opinion that this code is overly restrictive as it only covers a small portion of the activities. We plan to propose that NAICS code 541611 is a better and more relevant option. Better yet, we hope CMS will use multiple NAICS.

RMADA 3 is expected to be a ten-year contract. If small business does not speak up, we will be shut out of Billions of dollars in work that we are capable of doing. Make your voice heard!
