In the interests of sharing what we heard, for those who were unable to attend, included here are a few insights related to several upcoming and active requirements from across the National Institutes of Health and the Centers for Medicare & Medicaid Services.

CMS Cloud Products and Engineering (CPEO) – Ryan Koy and Candace Straker are the CO and CS. This will be released as a total SB set-aside on GSA MAS and is anticipated to be released in late June/Early July
$30M+ CMS OMH Reducing Disparities through action (RDA) (App # 241040) – The incumbent is NORC. Elliot Sloan is CO. This will be a SB set aside to be released at the end of June on GSA MAS.
CMS Marketplace Learning Management Systems (MLMS) – There is a lot of interest in this. A sources sought notice is on the street right now. Make sure you respond if you want it to go out small business. Yadira Kelly is the CO.
CMS Performance Metrics Database and Analytics (PMDA) – Donald Bozimski is the CO. This will be a SB set-aside. The acquisition strategy is still TBD and will be with reviewing officials soon.
CMS OMH CMCS Building the Business Case for Health Equity (RFQ #1684085) – Shane Ryberg is the CO. This is expected to go out on GSA MAS.
CMS Quality Measures Implementation & Reporting (QMIR) – Jonathan Nolan is CO. This is to go out on the DASH BPA as a SB set-aside. Recertification of size status on DASH is not expected to be required.
CMS RMADA III IDIQ – There are no confirmed updates, but the word is that there WILL be small business aspect to it. This is a big deal for smalls.
NIH NCATS Cybersecurity Support – Mark McNally is the CO. The hope was that this would go out as a SB set-aside, but NIH has changed the scope and it may not go out as a SB set-aside now. They are also considering some internal IDIQs. More updates soon.
$3.6B NIH NIDA Scientific, Operations, and Administrative Resources (SOAR) recompete – Multiple award – Christine Frate is the CO for this requirement. The Acquisition strategy still in flux. NIH does expect to release a Sources Sought Notice and Industry Day. The hope is that the industry day will be In-person/Virtual/Recorded. This is still in early stages (does not need to be awarded until 2026), but the agency wants this get done early and they know there will be a lot of attention.
** This will not be for everyone but this staffing contract is a big opportunity. Incumbents are 22nd Century Technologies (75N95021D00019) , Axle Informatics (75N95021D0001o), GAP Solutions (75N95021D00011), Kelly Services (75N95021D00012 ) and Medical Science & Computing (now Guidehouse) (75N95021D00013).
NIH NHLBI Division of Intramural Research Professional Scientific and Admin Support Services Multiple-award BPA – A sources sought is on the street now. Smalls need to not only respond, but also to submit capabilities of teaming partners – teaming agreement are not required. Signed TA’s are not required. Meaningful responses on all OR partial from small businesses are important as it will help inform the acquisition strategy. Tiffany Fields is the CO.
Multiple-award NIH CIT Cloud Services BPA – Shirley Ruiz-Lundgren is/was the CO. There are no updates, but reach out to Joshua.Blow@hhs.gov
