While rumored for some time, the latest word out of Security Blvd is that the Centers for Medicare & Medicaid Services has named Patrick Newbold as its new CIO and Director for the Office of Information Technology (OIT).
Since January of 2024 Newbold, a career member of the Senior Executive Service (SES) with experience in federal government both executive and legislative branches, had been serving as NASA’s Deputy Chief Information Officer for Strategy. Prior to that he served as the Acting Chief Information Officer of the Social Security Administration (SSA) where he led its IT Modernization program. While at SSA, he also worked as the Assistant Deputy Commissioner/Deputy CIO and Deputy Chief Transformation Officer where his key responsibilities included leading the agency’s software engineering organization, advising agency leaders on IT modernization, advancing innovation, implementing the agency’s Digital Modernization efforts, and driving wholesale change across the agency.
Before joining SSA, he served as the Deputy Chief Information Officer (DCIO) and Director of Enterprise Information Technology for the U.S. Army Corps of Engineers. In this role, he was the principal advisor to the CIO on information management/technology, policy, and administrative issues for the directorate. He was responsible for IT service delivery for over 37K users.
Throughout his federal career, he has been a staunch advocate for digital transformation, IT modernization and enabling business goals through technology. He also serves on the Technology Modernization Fund (TMF) Board as an alternate board member where he evaluates federal agency project proposals submitted for funding in accordance with the Modernizing Government Technology.
Newbold takes over for George Hoffman, who had been serving as the Acting CIO since former and longtime CIO Rajiv Uppal left in early 2024 to take the CIO role with the Internal Revenue Service.
