CMS Awards Sparksoft with a 3-Year $10M Prime Contract to Provide Marketplace Open Modernization and Optimization Technologies (MOMOT)
Columbia, MD, May 18, 2023 – The Centers for Medicare & Medicaid Services (CMS) has awarded Sparksoft Corporation with a 3-year, $10 Million prime contract to maintain and evolve Marketplace Open Modernization and Optimization Technologies (MOMOT). The CMS Center for Consumer Information and Insurance Oversight (CCIIO) is charged with helping implement many reforms of the Patient Protection and Affordable Care Act (ACA), the health reform bill that was signed into law March 23, 2010, to oversee the implementation of ACA Marketplace provisions related to private health insurance. CCIIO works closely with state regulators, private insurers, federal agencies, insurance brokers, consumers, and various other stakeholders to ensure legislative provisions affecting and/or related to private health insurance best serve the American people. Since the first Open Enrollment after the ACA was established, the Marketplace Information Technology Group (MITG)—CCIIO’s embedded information technology (IT) office—has supported and maintained a portfolio of IT solutions that deliver on various aspects of CCIIO’s scope.

Under this contract, Sparksoft will provide program management, ongoing implementation, operations, and maintenance (O&M) of the MOMOT Platform as a general support system (GSS), as well as evolution (design, build, and deployment of future capabilities) of MOMOT. MOMOT provides a common, multi-tenant operating platform with a consistent development and delivery pipeline for Marketplace containerized workloads. MOMOT establishes inheritable security controls for tenants and alleviates cloud infrastructure O&M burdens. MOMOT consists of:
  • OpenShift Container Platform (OCP) – A centralized, multi-tenant capable container orchestration platform built on Red Hat OpenShift and hosted on Amazon Web Services (AWS) cloud infrastructure.
  • Trusted Software Supply Chain (TSSC) – A collection of Continuous Integration/Continuous Delivery (CI/CD), SecOps, and telemetry tools that ensures a common and consistent set of IT delivery capabilities and methods for the MOMOT tenants. The TSSC employs tools specifically selected for CCIIO use as well as tools provided as a common service by the CMS Office of Information Technology (OIT).

The MOMOT award expands Sparksoft’s footprint supporting vital pillars of the ACA Marketplace on CCIIO programs like the Multidimensional Insurance Data Analytics System (MIDAS), Federal Data Services Hub (Hub), and Marketplace Service Desk (MSD); as well as delivering other CMS ecosystem innovations such as providing highly secure and available access to over 50 integrated systems on Enterprise Portal Services (EPS), Medicare Payment Systems Modernization from legacy Mainframe and Cobol solution to a Microservices Architecture in the AWS Cloud on Medicare Integrated Systems Testing (MIST), and the HIPAA Eligibility Transaction System (HETS) modernization as the HETS Independent Testing Contractor (HITC).
