CMS and NIH Upcoming RFP Updates – Data Modernization, SBS TA Support, Eligibility Appeals, and a Multiple Award LEAD BPA

For those who were unable to attend, included below is an overview detailing some of the most relevant topics that OS AI heard at the event, including a multiple-award BPA at NIH NHLBI; subcontracting opportunities for Risk Adjustment Model R&D; a Technical Assistance Center support need; and a Centers for Medicare & Medicaid Services (CMS) Data Modernization solicitation expected to go out as a small business set-aside action.

CMS Eligibility Appeals Operations Support (EAOS) (Forecast Item # 230867) – This is expected to be posted as a total small business set-aside action on GSA MAS under NAICS 541511 sometime on or before May 10th. The CO is Aaron Blackshire. This is the IT portion from the predecessor Maximus contract which was pulled out as part of the recompetition. 

NIH NHLBI Lead, Empower, Advance and Develop (LEAD) III BPA – This is a multiple award BPA. They expect to make up to 7 awards, 4 of which are to be reserved for small business. This is expected to come out on GSA eBuy under NAICS 541611. Roxanne Burkett is the CO. Andrew Dinh is the Contract Specialist. This should be out on or before May 6th but do note that the database NIH uses to report its contracting dates has some limitations, so that date is not always accurate.  

CMS Part C, Part D, and Federally Certified Risk Adjustment Model Research, Development and Maintenance (Forecast Item # 230369) – This has not been finalized yet, but it appears that this will go out as an unrestricted competition. There is some hope that there will be a decent set of subcontracting goals, but that is not a done deal yet. More details to come. Amy Duckworth is the CO.  

CMS Medicare Payment System Modernization (MPSM) Data Modernization 2.0 (DMOD 2.0) (Forecast Item # 231295) – This is a new requirement. It is currently expected to be competed as a small business set action aside on GSA MAS under NAICS 518210 on or before May 13th. Note that this could be sooner. Julie Bebber is the CO and Candace Straker is the Contract Specialist.  

School Based Services Technical Assistance Center (Forecast Item # 231076) – Analysis and Technical Support. This is currently expected to be released on GSA MAS using NAICS 541611. James Vandetta is the CO. More details to come.  

CMS Medicare Enrollment and Premium Billing Systems (MEPBS) ADO– This is currently expected to be competed unrestricted on GSA MAS. There is some hope that there will be a decent set of subcontracting goals, but that is not a done deal yet. More details to come.
