CDC NCHS DHCS to award HL7 IG support contract to Lantana Consulting Group

The Centers for Disease Control and Prevention, National Center of Health Statistics (NCHS), Division of Health Care Statistics (DHCS), intends to award a sole source firm fixed price purchase order to Lantana Consulting Group, for consulting and technical services in support of updating HL7 standards based Implementation Guides (IG) for Health Care Surveys.

The NCHS has a time-sensitive requirement to gather requirements and conduct updates for the HL7 Clinical Document Architecture (CDA) National Health Care Surveys IGs, and the HL7 Fast Health Interoperability Resource (FHIR) Health Care Surveys Content IG based on the requirements of USCDI V3, utilizing the  HL7.org process for publishing and balloting standards-based implementation guides through HL7. The ancitipated period of performance start date is 30 November 2024. The anticipated purchase order will just contain one base period of performance with no options.

The anticipated purchase order is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(a)(1)(i)(B). Market research revealed only one capable source as there were no other sources identified containing all capabilities necessary to satisfy the immediate requirement. Capabilities required included extensive experience in CDA and FHIR in developing and publishing implementation guides, experience in working with HL7 balloting and publication process, and knowledge about the healthcare surveys domain space. Interested parties may identify their interest and capability to respond to the requirement or submit proposals.
