CCS-Ivory Cloud JV wins $15M DOE Transportation Tracking and Communications System (TRANSCOM) Technical Support IDIQ

Today, the U.S. Department of Energy (DOE) awarded an Indefinite Delivery/Indefinite Quantity contract to CCS-Ivory Cloud Joint Venture, LLC (CCS-IC JV, LLC) of Milwaukee, Wisconsin, for DOE Transportation Tracking and Communications System (TRANSCOM) Technical Support Services, with a maximum value of $15 million over five years from July 1, 2024, through June 30, 2029. Firm-Fixed-Price Task Orders may be issued from the basic contract.
CCS-IC JV, LLC is a joint venture LLC comprised of Command Cyber Solutions, LLC (CCS) and Ivory Cloud, LLC (IC) with subcontractor support from McLane Advanced Technologies, LLC. CCS-IC JV, LLC is a certified U.S. Small Business Administration (SBA) 8(a), HUBZone, and American Indian Tribe Program participant.
The primary purpose of this contract is to provide technical support services to the DOE TRANSCOM program focused on the continuous monitoring, tracking and communication with active shipments of radioactive materials/waste. DOE requires tracking of transuranic waste shipments as well as radioactive material shipments to meet mission requirements. This necessitates a system to track and monitor trucks as they move materials from site to site, or movement of waste to the Waste Isolation Pilot Plant facility, and other DOE facilities.
Technical support services under this effort include, but are not limited to, 24/7 operation, management, training, administration, maintenance, and technical support of the DOE TRANSCOM program, which includes the monitoring, tracking and communication for waste shipments, which are of high interest to federal, state and tribal governments.
A Sources Sought Notice was initiated for DOE TRANSCOM Technical Support Services with a Request for Information (RFI) issued during April 2023 to conduct market research and identify eligible and capable business concerns under the SBA 8(a) program as a successor to the incumbent contractor providing TRANSCOM support services. The responses from the RFI resulted in the executed partnership agreement between the SBA and DOE for a contract under Section 8(a) of the SBA Act and Federal Acquisition Regulation 19.8. Today’s contract award ensures DOE’s continued partnership and commitment to ensuring the SBA’s goal in developing and creating opportunities for America’s small business programs.
