Following the news that it had recruited FAA Data Scientist Jade Pech, looking to leverage her perspective that includes state Medicaid data, authoring the FAA’s AI Strategy and her experience understanding the policy, building sound data engineering and governance processes, and ultimately identifying what decision-makers need, we caught up with Jade to learn more about the move and what this means for Scope.
Data and Analytics Empowering Multiple Agencies
While I enjoyed my work in the federal space, I felt a strong pull to expand my impact and grow as a leader. Scope offers an incredible opportunity to not only leverage my technical and strategic expertise but also to broaden that impact across multiple agencies and customers.

Bridging Technical Feasibility and Mission Outcomes
With extensive experience working with public-sector data—particularly in regulated and legacy system environments—I bring a dual perspective: one grounded in compliance and governance, and another focused on user needs and business processes.
This allows me to bridge the gap between technical feasibility and mission outcomes. I understand how to guide the adoption of new technologies, deliver actionable insights, and help clients align what they want to do with what the technology needs to do for them—while ensuring it’s all usable, trustworthy, and value-driven.
Analytics Center of Excellence
My role will be to build and lead an Analytics Center of Excellence at Scope. This will expand our internal capabilities and create a framework for high-value, scalable analytics solutions.
It positions Scope to deepen relationships with existing customers through greater insight and performance transparency, while also opening doors for new partnerships. My public-sector experience enables me to adapt best practices across a broader customer base—supporting growth, innovation, and measurable outcomes.
Efficiency, Clarity and Innovation
In this leadership role, I’ll use my technical depth and strategic understanding to guide both internal teams and customers toward data-driven success. One of my strengths is listening between the lines—not just understanding what clients say they need, but uncovering the core problems they’re trying to solve.

Trustworthy AI
One major trend is the rapid push to adopt AI—often without fully considering the implications of trust, bias, and model transparency. There’s increasing awareness now about the need for trustworthy AI and thoughtful integration, especially in regulated and high-stakes environments.
My focus will be on ensuring any AI solution we implement is grounded in sound validation practices, delivers reliable outcomes, and supports human decision-making rather than replacing it. That balance is critical—especially when resources are limited and the stakes are high.
Skip the Hype – Focus on Foundation and Ethical Practices
The industry needs to take a step back from the hype and focus on building foundational data readiness: clean data, well-defined governance, and usable infrastructure. Without that, even the most sophisticated AI tools won’t drive meaningful results.
We also need to prioritize ethical AI practices—making sure we understand the source, training, and potential biases in models. The goal isn’t to avoid AI—it’s to use it responsibly, and in ways that support strategic goals without compromising integrity or performance.
Data as a Core Asset
I’m incredibly excited about this next chapter. Data is no longer just a byproduct—it’s a core asset. And with the right strategy, we can help organizations use it to not only measure performance but shape outcomes.
