Bixal recruits former HHS/ASA Deputy Chief Operating Officer/ CMS Director Douglas Brown

Bixal today announced that Doug Brown, former Deputy Chief Operating Officer at the Department of Health and Human Services under the Assistant Secretary of Administration, has joined the company as Senior Account Director, Health. Doug’s addition strengthens Bixal’s ability to help federal health agencies improve service delivery, advance mission effectiveness, and deliver better public outcomes through digital services and technology solutions.

In this role, Doug will lead strategic client relationships and growth efforts across Bixal’s health portfolio, partnering with federal agencies to improve service delivery, increase efficiency, and advance digital modernization in healthcare environments.

Doug brings more than 25 years of experience leading healthcare and government initiatives across the public and private sectors. A U.S. Navy veteran and former member of the federal service, he has also supported organizations including the Centers for Medicare & Medicaid Services, the Center for Clinical Standards and Quality, and the Center for Program Integrity, leading technology implementation efforts and large-scale federal health programs.

Most recently, Doug served as Chief Operating Officer at Cormac Corporation, overseeing contract delivery, compliance, customer satisfaction, and financial performance. He also brings a wide-ranging set of experiences from managing program budgets exceeding $800 million to helping save the Medicare Trust Fund more than $200 million through anti-fraud initiatives.
