Army Special Notice: C5ISR/EW Modular Open Suite of Standards (CMOSS) Call For White Papers

This call for White Paper (WP) is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a CALL for WP and the C5ISR Center is currently conducting market research only.

The United States Army Combat Capabilities Development Command (DEVCOM), Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center Engineering & Systems Integration (ESI) Directorate is issuing this call for White Papers in association with Topic FC-05 PNT Enablers and Modular Open Systems Architectures (MOSA).

The US Army C5ISR Center Research and Technology Integration (RTI) Directorate is performing research, development, and prototyping of systems implementing C5ISR/EW Modular Open Suite of Standards (CMOSS).  These systems will integrate diverse functions together in a single chassis, allowing for the sharing of resources.

These standards define the use of shared resources between multiple Radio Frequency (RF) systems.  As with any multi-function systems, conflicts will arise and require the transmission of simultaneous signals at the same or similar frequencies at differing power levels.

ANTICIPATED AWARD DATE:  June 2025

ANTICIPATED FUNDING:  Under this call, the Government intends to award one (1) to three (3) contract(s) with a Period of Performance (PoP) of at least twenty-four (24) months. The option years are not guaranteed and are based on funding availability. The anticipated funding for this call is up to $40M for the total contract ceiling, however, the Government reserves the right to award smaller or larger contracts or assistance instruments.
