Army Sources Sought: Control Systems Governance Office (CSGO) Technical and Program Support

The U.S. Government desires to procure Management and Professional services in the form of program support, data integration and extraction, and operational technology expertise.

HQDA Deputy Chief of Staff, G-9 (DCS, G-9) is responsible for governance of the Army’s Facility-Related Control Systems (FRCS) and Industrial Control Systems (ICS). Control systems enable defense-critical infrastructure, installation public works, power grids, energy systems resiliency, and manufacturing in support of Army readiness.

The Army staff looks to the DCS, G-9 for recommendations and guidance on a wide range of control system lifecycle activities including acquisition, deployment, operation, sustainment, and cybersecurity. To accomplish this, the staff advocates for and monitors control system policies and resources. DCS, G-9 conducts detailed and prescriptive analysis of control system inventories and mitigation efforts and leads a governance structure with membership consisting of HQDA staff functional leads, Army Commands, Army Service Component Commands, Direct Reporting Units, and other stakeholders.

This requirement is for Management and Professional services in the form of program support, data integration and extraction, and operational technology expertise. The Contractor shall provide subject matter expertise in updating critical series of data, reports, charts, and graphs that support the continual analysis of control system requirements at Army installations, as well as Army Commands, Direct Reporting Units and HQDA planning initiatives. The requirement also includes data mining, data collection, and data analysis through expert-level use of Army-specific systems identified below under information sources on evolving number of studies involving control systems, also referred to as “Operational Technology”.

This is a new requirement period of performance is anticipated to be one (1) base year of 12 months and three (3) 12-month option years.
