Army Sources Sought: Analytic and Engineering Mission Support Services

The purpose of this sources sought is to gain knowledge of the potential interested businesses for this requirement. This notice is for planning purposes only. All interested parties should respond. Performance for this requirement is at TRAC White Sands Missile Range, New Mexico (TRAC –WSMR). The planned NAICS code is 541511-Custom Computer Programming Services with a standard size of $34 million.

This is a follow-on requirement to provide analytical and engineering support services to the United States Army Futures Command, The Research Analysis Center (TRAC) in support of mission requirements on the White Sands Missile Range, New Mexico (TRAC –WSMR).

The Contractor shall furnish all management, administrative, supervisory, and technical support as well as other resources necessary for, and incidental to, the furnishing of the services. Individual Task Orders (TO) will specify the services to be performed. TOs may require any task set forth herein or any combination of services defined by a Performance Work Statement (PWS) provided in a Request for Proposal (RFP) issued pursuant to a negotiated Firm- Fixed Price (FFP) proposal utilizing contracted FFP loaded labor rates. TOs may cover a complete project or portions thereof in support of TRAC study/modeling teams for the planning and conduct of analyses and studies, as well as the development and improvement of combat models. The Contractor shall add the needed skills and expertise to all areas of TRAC’s Mission Essential Task List (METL):

1. Conduct the studies that inform key decisions made by U.S. Army Futures Command, Army, and Joint leaders
2. Lead analysis for current operations
3. Develop and maintain the scenarios to underpin Army concepts & requirements
4. Develop, configuration manage, and apply verified and validated M&S
5. Research, develop and share new analytic methods and modeling

The period of performance shall be for a period of five years.
